When your newly built property is ready, the builder will arrange a handover. This is an exciting stage for most property owners, but one that needs to be completed with detail and expertiese. Whether you’re leasing to Defence Housing Australia (DHA) or managing privately, there are essential tasks that fall on the property owner (or their representative).

These tasks are significant because they:

- Ensure that you’ve received everything you’ve paid for from the builder

- Ensure the property is properly set up for leasing, management, and long-term planning

Property Handovers can Be Challenging... Especially for Interstate Landlords

It is possible to handle the handover yourself however but most owners find it overwhelming. Here’s why:

  • Multiple attendances required – inspections, compliance checks, and coordination with different parties
  • Heavy admin load – forms, lodgements, council requests, DHA-specific documents
  • Specialist reporting standards – DHA and insurers require detailed, accurate condition reports that can withstand disputes. Do you have the time to record the brand, model and S/N Number of every applicance, air conditioner and hot water unit? 
  • Technology gap – proper documentation now relies on advanced software platforms, 360° photography, and video tours, which most landlords don’t have access to
  • Time & labour – what looks like “a bit of paperwork” often turns into 8–12 hours of coordination, inspections, and reporting

What needs to take place

Directly from DHA, this is what needs to be completed prior to handing the property over from the builder to DHA to before the DHA lease agreement.

  • Electricity to be connected for the handover inspection and disconnection once completed.
  • All works to be completed as per the letter of offer and DHA turnkey guide with all appliances, fixtures, and fittings to be in full working order – ensure all remotes are wall mounted
  • Property clean and lawn & garden care completed as per the attached DHA cleaning guide/checklist – please ensure to bring this along to the inspection to check off each item
  • Minimum 2 sets of keys for every lock at property and two garage door remotes - please be aware every lock at the property must have a key - (if windows are keyed alike, one key for each window is sufficient)
  • All manuals/warranties for appliances
  • Please remove all leftover paint from property - one box of each type of tile/floor covering may be left, stacked neatly in the corner of garage
  • Council supplied garbage bins (waste/recycle/green waste as applicable)
  • NBN Box/equipment installed ready for occupant to connect an internet service
  • Landscaping to be established, with turf to be rooted to soil – gardens weeded
  • Entry Condition Report –to be completed prior to, or on the day of handover
  • The completed signed/witness lease documents in duplicate original form (ONLY applicable if you haven’t already mailed it back to us prior to lease commencement)
  • Completion Certificate or Occupation Certificate (Form 21 Final Inspection Certificate)
  • Electrical Safety Certificate or Smoke alarm compliance certificate 
  • DHA Schedule of warranties and guarantees form (attached)
  • DHA Request to schedule timber pest inspections (attached)
  • Appointment of Agent form

Final Handover (Second Attendance)

  • Onsite property audit and completion of DHA cleaning handover forms (avoiding costly re-cleans and delays by documenting property condition at handover)
  • Comprehensive Entry Condition Report (PDF and 360) with detailed written comments, extensive photographs, and a full 360° virtual walkthrough

DHA Handover (Third Attendance is required for scheduling)
